Byline: Amber Ellis Daily Herald Staff Writer SPRINGFIELD – Illegal immigrants would be able to legally drive under a revived hot-button proposal that left lawmakers wavering Wednesday on whether its passage would promote unlawful residency or make roads safer. As proposed, the state would offer driving certificates to people without Social Security numbers, but in return they would have to show a photo ID and submit fingerprints.
And if they don’t get insurance within 30 days, their certificates would be revoked. Unlike a driver’s license, the credentials could be used only for driving and buying auto insurance – not identification to enter government buildings or get through airport security
